How to choose a TOP-grade scanner

Hello. I have to purchase a top-of-the-line scanner to scan 4x6 photos.
There are so many choices and I do not know what specs I need to look for when deciding on a scanner.
Here are some of the criteria and if you have a suggestion, please let me know. Thank you in advance and Merry Christmas.

1) Available at Circuit City, Best Buy, Office Depot - brick and mortar
2) Under $200
3) Quality is the #1 priority - scanning 4x6 photos to import to pc.

$200 is far from being top of the line. You are looking for an advanced entry level scanner.
