USB is running at 1.1 and not 2.0 as expected

I posted this first over in Case Mods but this is probably the proper forum for my problem.  I have a problem with the USB ports on my PC. My motherboard is an ASRock K7VM2. Here is the link for the manual. The motherboard manual states this about USB:

"ASRock I/O provides 4 default USB 2.0 ports on the rear panel and 1 header for two additional USB 2.0 ports upgrade."

Based on this, the header should be 2.0 and not 1.1, right? Well, my box came with the header already connected to ports on the front panel. The problem is when I plug in my USB Flash drive in the front, it only works at USB 1.1 and not 2.0. FYI, the back ports work as expected, it's just the front ports that are slow. I took off the front panel to take a look at the ports and the little PCB to which they are connected but the only thing printed on it are "USB 1 and USB 2". I looked in the BIOS settings thinking it was set there but could not find it. My goal is to get the front ports working at 2.0. I haven't yet looked at how the ports are wired to the header. I'm wondering if that has something to do with it.

So my question is: Are the ports working at 1.1 because of the type of PCB that was installed or is it perhaps because of how the ports are wired to the header? Or, is there something in the BIOS or an onboard jumper that I'm missing?

By the way, I'm running XP Pro with Service Pack 2 and I'm current with all updates and security fixes. I'm also pretty sure the BIOS version is current; it's the same version as what is offered for download from ASRock Web site.
