Advertised CPU speed and RAM not the same

I know I saw a post somewhere here where someone said that the CPU speed and RAM was off.
For instance, my friend had me look at his laptop cause he said it was running slow and not having internet connection, fixed that, but when I look at the system properties this is what it says:

Genuine
Intel(R) CPU 2.80GHz
1.59GHz
448 MB of RAM

Is the system acutally running at 1.59GHz instead of 2.8GHz with 448MB of RAM instead of 512MB?

A laptop CPU will clock itself slower when idle or not doing heavy computing tasks.

The on-board video is using some of the system RAM.
