A Red Spindle Wheel???????

I have a red spindle wheel in the corner of the folder pic. everytime I download something, is this normal?
lol I knew you would say that soooo, when you download something you see 2 folders at top of your pc(can you tell I am a noob) when they throw the paper from one to the other the receiving folder (pic) has a red spindle wheel that appears each time a piece of paper hits it in the left upper corner of folder (pic). Is this normal, because I had never noticed it before.
Just one other ? for ya
One day I was fooling around looking at files, opened up NT USER.dat file and here is what was in it, and only this was in it word for word cept for the caps below the next 6 lines.

NOW ON THE LAST ONE ABOVE THE U WAS 2 LITTLE DOTS AND ALSO THE Y ON DIRTY HAD 2 LITTLE DOTS ABOVE IT
AND THEN AS A TOP OFF TO IT ALL RIGHT BELOW THE Y THAT HAD 2 DOTS ABOVE IT ON DIRTY WAS ANOTHER Y WITH 2 DOTS ABOVE IT
OOPS
sorry for the caps but i use 2 fingers to type with and rarely look up
other than that noobie mistake ( cause trust me I am not yelling)
could someone please tell me what that is doing in that file??
And last but not least I can tell you that I wiped out pc and reinstalled but still have some things go funny with my pc I cannot understand, but as I say I am vvvvery new to the pc world and think it just windows doing their thing to my pc.
By the way after I reinstalled windows the NT USER.dat file does not have the same thing in it, it has what I have heard my self say under my breath%^&$#@#@###@##@#$@# mumbo jumbo how am I supposed to know what that says?? LOL
In advance let me say thank you if anyone posts here and answers or trys to answer my ?? VVVVVery new to the pc world
Only bought this pc to play return to castle wolfenstein to which
I can say is very addicting

I cant find a driver for
rx9600 radeon 128mb ddr
its a PRO TD128
HAVE A GIGABYTE K8NS ULTRA-939 BOARD W/ 64 BIT PROCESSOR 3500+
I have a POWERUP MODEL:LCB350ATX POWER SUPPLY THATcontinues to get hot and windows just crashes while I am playing wolfenstein
Do I need a bigger power supply ?? maybe a 450
I dont have it over clocked wait i will just copy and paste this

what else might be the problem

I would replace that right away. PowerUp is a bad PSU brand, and 350 W is probably not enough to handle your system. I would recommend this PSU.
