how much better is an optical mouse in compascran to a ball one?

Optical mice dont require mouse pads, and dont require cleaning and maintenance the way ball mice do. Every so often, you need to clean the dust inside the chamber where the ball is to ensure smooth mouse movement, but since optical's use light, dust isnt much of an issue. If I had to choose, I would always go with optical.

Well only if you notice that the mouse isnt running very smooth. As dust builds up, they interfere with the contact between the ball and the roller mechanisms inside the mouse, which is why sometime you get a choppy mouse movement. Best thing is to take a compressed air can, and dust it out.
