greedo XP not detecting my seagate HD

I have a 200 gig maxtor as my main hard drive. I bought a used seagate for my sister's computer its an 8.4 gig. To test it I slaved it with my Maxtor. Bios is seeing the Seagate so is device manager yet when I go to windows explorer the seagate is not on there so I can't format it.
I don't want to put it in my sister's machine till I format it. Why isn't xp seeing it?
Any advice?

You need to partition and format it in Disk Management first.

Also, what operating system is your sister's computer using? If Win9x (Win95, Win98 or WinME) be sure you format the Seagate with FAT32 and not NTFS...Win9x can't see NTFS partitions.

Start > Control Panel > Performance and Maintenance > Administrative Tools. Double click Computer Management and then click Disk Management in the left hand column.
