Question PS & CPU Fan Running - Nothing else will happen.

Hello All,
My mother-in-law's computer went down and since I'm the only one in the family who knows anything about them they came to me. Unfortunately I don't know very much. Here's what's happening. When the computer is powered on the PS fan and the CPU fan come on. The light on the front of the computer lights up for a sec and the goes off. Fans keep running. Nothing else. No display or lights on comp. The cpu fan seems to be a little loud, but that could be just cause I'm not used to listening to one with the cover off. The computer was very dusty and wasn't on a surge protector. Before it went down for good they said it was starting into Safe Mode when it came on. Just wanted to know what you all might think. As soon as I get some proper tools I'm going to start switching some stuff, but I only have one extra computer to work with and not sure if the mobo, cpu, etc is compatible. Thanks for any help.
