Blank screen during boot up

I recently bought a used Dell computer at auction, brought it home and installed Windows ME on it and it runs just fine, the only problem is I get a blank screen during boot up and no information on the screen during POST.
The monitor just stays black with flashing cursor at top of screen until it brings up the Windows opening screen.
Is there some way I can get the computer to display the POST information during boot up or is this a normal thing with Dell computers.
The computer is a Pentium II processor 400Mhz. and thats about all I can tell you about it.

When you first boot the computer, try to enter the BIOS. On Dells' it is usually the F2 or Del key, so try both. There might be a setting which disables the splash screen and system config information turned on.
