Boom newly installed cd burner isn't recognized

My cd burner died so I went and bought a new one. After installing it my computer won't recognize either the new burner or my dvd/cd-rom drive. If I hook up the old they both show up. I bought a cheap "exact peripheral optics" 52x cd-rewriter. I don't want to spend a lot because I plan on buying a new computer for Christmas. I can figure out why it won't recognize the new burner. I have checked the connections several times and tried making then master (burner) / slave (dvd drive) and both CS (which was how the orginals were set) and triple checked the connections. I see some talk about the BIOS but how do I check that?

My internet suddenly stopped connecting and keeps giving me cannot find server error. But I can use the remote desktop connection to connect to my work computer so I know it is just something weird with Internet explorer. So I wanted to save all my files to disk and just clean the machine off and reformat. But I can't move on without getting this stupid burner to work. PLEASE HELP!!!!

I'd say the burner is dead on arrival. Take it back.
