Pissed cd rom, dvd rom hangs

Running a Dell PIII 500 with 320 mb ram and 2 hard drives (C&D) and a dvd rom (Toshiba SM-1212) and a Yamaha 4001 CDRW.
I dumped everything on my C drive and reloaded windows 98 se. Upon reloading I noticed a problem with my "cd" drives. They kept hanging and freezing the system. I loaded all my programs and software from the dvd rom and they all loaded correctly but now if I insert a cd and try to do any other function (i.e. open "my computer" open a program file, explorer etc.) the dvd rom and the cdrw drive continously try to read the disk thus freezing or hanging the system until the disk is ejected. Sometimes the dvd rom een shows that the previous disk that was in the drive is still in even after it has been ejected. Now it is to the point that the cdrw will not even read the disk, it just continuosly flashes the "read" light and once again the entire system hangs until the disk is ejected.
I have cleared the NVRAM, reinstalled windows (3 times) and still continue to get this result. I have all the current dives and firmware and am running IE 5.5. Any solutions you have would be areeciated. thanks in advance for your help

Did you use the Dell restore CD to reload windows? That's best if you do......
