I'll probably go with the latter. Maybe I don't understand this too well but I was sure that ram runs at the same speed as the system bus. I have PC-3200 ram in my computer right now (2 x 512mb) with 2.5-3-3-8 timing. Why does my ram only come up as 167mhz and my FSB as 200mhz? I saw this program Everest in a recent thread and decided to check it out. I posted pictures of the results. Default (200mhz FSB) and overclocked (230mhz FSB). Why isn't the ram at 200mhz? Let me know if you need more info.

Just updated it. Still at 167mhz for Ram. Although it did just add a bunch of new overclocking features.

OK. I went looking through the BIOS for a good 10 minutes and realized that new options it gave me displayed the FSB to RAM ratio at 2:1.66 i think it said??? I changed it to 2:2. Everest benchmarking now thinks it's PC-3200, what I should have, so I don't know. It would seem odd to make that the default ratio. Maybe because it's the value select Corsair? I backed off the CPU overclock for now to make sure the RAM is stable.

No big deal - if you want to overclock an A64 you will probably want to use a divider anyway - read the sticky thread. It's not going to make a difference because of how HTT works.
