Talking reallocation HD partitions

I have 15 gig in my c drive and 60 gig in my d drive.
how can I add another 15 gig on my c drive so I can have a total
of 30 gig in the c drive.

You'll need to use 3rd party software to resize partitions, such as Partition Magic, or my preference, Acronis Disc management.
