USB 2.0 Problem

I have Windows XP installed with SP2. My Device Manager is stating that it is "Standard enhanced PCI to USB Host Controller"...so I know my USB 2.0 is fully functional...MMMmmm
When I plug in an external Hard Drive, "USB Info"( a program) states that I have installed a USB 2.0 device. When I plug my USB 2.0 hub into the same port, I am told that this device can perform faster if put into a USB 2.0 port.
I have included a pic. the device in question is circled and as you see by the pic, [port 3] is stated as a USB 2.0 device plugged into a USB 1.1 port.

I have checked the BIOS and USB2.0 is enabled, I have tried all 6 ports with the same result.
Any thoughts?

Have you installed the latest chipset drivers for the motherboard?

Go back to the BIOS to check whether USB2.0 is set to HighSpeed instead of FullSpeed, HighSpeed give you 480Mbps but FullSpeed is only 12Mbps although both are USB2.0 but it's hell different in term of data transfer speed.
