How do flash BIOs utilities work through Windows?
Well, I'm just wondering about it. Is it directly installed initially and on boot is applied? Or is it boot from the HDD?

I've never done one myself, but I believe they do it from within Windows, no special program install needed. Of course, you have to reboot to see the affects. Since BIOS is just flash memory these days, and the contents are copied to system RAM upon boot for faster performance, the only hurdle to flashing from within Windows is crafting the software and BIOS to do it.

With some boards a utility is supplied to bios flash within windows. But others think it is safer to use a utility on a floppy disk and flash while in dos.

It seems to me that it would be safer to do it the hard way, but I actually just flashed my BIOS from windoze last night. I did it on a Sony PCV-RX650 desktop PC with a P4B266-LM motherboard. It was supported by Sony, so I got the downloadable BIOS flashing tool from them. Then I located the BIOS file I was flashing, clicked the flash button, waited 10 seconds, and was told to restart. Seemed to work fine for me.
