Mouse Problem

Almost Every time I go to use my mouse, the cursor goes to the upper left hand corner and won't move unless I restart my computer. What is happening and how do I fix it?

Its a smooth cloth texture.

If color matters that much is basically just blue with clouds on it.

I have found that optical mouse works best on a monochrome matte finish surface. I have found that hard/shining surfaces makes the mouse work erractic.

Optical mice absolutely hate red mousepads and shiny surfaces - that's why I asked.
