USB ports will not recognize anything

Anything I plug into any of my 6 USB ports comes up as unrecognized, It is a XP Home SP2 Toshiba Laptop. I have run sfc /scannow, I have gone to device manager and uninstalled all the USB drivers and rebooted to allow them to reinstall, and I have done a XP repair. Nothing has fixed problem, any ideas?
