smokin Is there a Difference?

Is there a nocticable difference between Corsair DDR2 667mhz and 800mhz

If you aren't an overclocker, than no. The DDR2 800 memory is only really needed if you want to overclock your processor to extreme limits - otherwise, if you don't overclock, or overclock mildly, the DDR2 667 memory will work fine.

so if iwas to overclock a e6400 to 3.0ghz then would i need the 800mhz ramor would 667 be fine?

You'd want DDR2 800 memory - but to save money I'm pretty sure you could hit 2.8ghz with the DDR2 667 @ 350*8

After i put all my stuff in my case alls i do is install mobo software then chipset and then the OS. Is that the order?

OS then motherboard software. No clue what you mean about chipset - a chipset is part of the hardware.

which would be a better choice a x1900 or a 7900 and i don't mind the money difference

Which model of each? That will determine the answer. It's roughly:

X1900XTX
7900GTX
X1900XT
7900GT
X1900GT
7900GS

That's a rough approximation. On the ATI side, you could do better than a X1900 with an X1950XTX. Nice card, it will be a little more money, how much I'm not sure since I haven't looked in a couple weeks but I would say less than or equal to $50.
