Unplug USB Drive Message

Why is it that I always get this message (atch) when I attempt to unplug or switch off my external HD. Doesn't matter if the hard drive is active or not. By active, I mean spinning. Should I heed the message or go ahead and unplug the HD?

Having WinExplorer or My Computer open will cause this.
