150+ degrees!

my roommates HP computer gets insanely hot! 150-160 degrees even!

he wanted me to look at it because his fan is loud when we try to sleep.

what happens is that there are no fans running at all most of the time.
however, when the computer reaches that insane temperature, it kicks on the fans in panic mode until it gets it down to a less insane temperature. the fan then turns off, and the temperature rises again.
this process seems to have been happening for a long time, i've roomed with him since September.

i checked the BIOS, saw the temperature. laughed in shock then immediately checked for any cool & quiet settings, but there is none. he has cleaned out the inside of the case recently too, hoping that would solve the issue.

any ideas?

Please list the complete sys specs. 150oF is a little above 65oC, which is on the high side, definitely, but not "insanely" hot. But again, please list your sys specs.
