splat USB 2.0 driver problems?

I'm trying to upgrade my Windows XP Pro version 2003 to SP2. I need the USB ports to use DSL so I can get the update. My computer refuses to let me install USB 2.0 driver that came with my motherboard drivers claiming SP1 or SP2 already has these drivers. How can I get this driver installed without running into this issue? (note: I don't have an internet connection for the computer because of the USB issue)

(Note: I have already wiped and reinstalled windows, installed all my motherboard drivers that I am able to, under device manager I have yellow question marks next to Universal Serial Controller, PCI bus, and unknown(I'm guessing it's my HDA bus driver or AC 97...that's a different issue)).

Why do you need your USB ports to connect your DSL? Can you plug the modem or router directly into your PC with an ethernet cable to get online temporarily?

The quest DSL disk doesn't detect an ether card (even though it's built into the motherboard) and I'm guessing thats also part of my issue.

Make sure you have the driver installed for the NIC and use that to get the Service Packs. I would use the Ethernet Connection anyway.
