Dynamic Switching

I am having a problem with a laptop that involves the screen going blank. In the process of checking this out I noticed that the cpu clock was constantly changing value. I installed a notebook hardware program and that showed the same results. it shows a clocking speed of anywhere from 550mhz all the way up to the full limit of 2.2ghz. It seems to be related to load. The machine itself is an e-machine m2352 with an AMD Athlon xp3000+. What I would like to know is does this have anything to do with dynamic switching? and is it normal?

That's normal. It can probably be disabled in the bios if you want it to.
