wont boot

i went to turn on my computer and it came up an error missing file'"C:\Windo\System32\System."
i tryed booting with vista dvd but it wont the light comes on and i hear it spinning then it just goes off and goes to the boot manager screen. i have the primary boot device set to cd rom to. i cant get it to safe mode or anything. I unhooked the harddrive and turned the computer on and it boots from the dvd then but i cant do nothing beacuse the harddrive is unplugged. its a sata drive. what could it be

Most likely a hard drive failure.
