Defragging Excluded files?

Hi, I have two hard drives. On my secondary drive, I have about 100 GB free, but I cannot defrag my drive entirely. All those black blocks are excluded files and Perfect Disk says I have only 530 MB as my larges chunk of free space.

How do I defrag all those excluded files? Are there any programss that are capable of doing this?

I have already looked into "Page Defrag" but it looks like it only works on the main partition (C:/)

Have you disabled System Restore on that drive and or gone into Recycle Bin Properties and told it to not use too much drive space?
