re starting my OS

I just built my first pc. I was not able to enable SRT the first couple of times. I now believe I have the right instructions, however i can not figure out how to reboot the OS on HDD. I put the windows7 64bit cd in optical drive and restart pc right? Shouldn't that let me re install the OS from Scratch?

if your PC is set to boot from DVD Rom first...
When it starts, it tells you to press any key to boot from DVD. If you didn't press anything, it will continue to look for bootable media elsewhere.
You would press any button and then you will be presented with installation options.
