Friend's video card upgrade

A friend of mine wants to upgrade his video card for BF3, but I'm not sure if his PSU can handle it. He has an Ultra LS600 and wants to spend $200 in total for the card + possible PSU upgrade.

I was thinking a 6870 or 560 for $150, but would his PSU be able to handle it?

Those are low quality power supplies. I would not trust it.

That's what I was thinking. What would you guys suggest for a PSU+GPU combo for about $200?

$200 in Canada? I think he needs to cough up more than that to get a meaningful upgrade.
