cd recovery not working

Someone is attempting to install a new hard drive and they erased the drive prior to using their recovery cd and now the recovery won't work.

I know I am missing information here but what will be the best approach to help them out?

Brand and model of the computer, and is all other hardware original? Factory recovery CD or user-created? Operating system version? All peripherals disconnected except for keyboard, mouse, monitor, and Ethernet cable? More details than just "won't work".......

HP replacement dvd's are 16 bucks... Dell I think charges about the same and probably all other pc makers do too

Sorry for delays folks they just now got back with me. I know it's still a lot of missing info though I sent the questions you asked about but I should hopefully be talking to her soon and update this post. This is all they provided so far.

She went online and download kill disk and copy on a disk. everything just erase.<<

in the Bios set Boot Order to CD/DVD rom first... scroll down to see if the actual rom drive is listed if it is then select that.

Disable ALL other bootable options...

So it should look like this for Boot order....

1st CD/DVD Rom
2nd DISABLED

What software was used to make the backup? More than likely a boot disk is needed to be able to do the restore.

If the backup was done using the HP utility to create a restore set, it should be bootable - as long as the burn wasn't bad.
