First try removing all external devices except keyboard, monitor and mouse and see if it will boot up. If that fails try a minimum hardware boot using the instructions in this link for a new build that won't boot. The idea is to try and see what is stopping your machine from booting.
PROBLEMS with a NEW BUILD? Try This!!

Make sure that your monitor and graphics card are working. You can try the monitor on another computer and you can try the graphics card with another monitor. If you are not getting graphics then your PC will shut down and 3 seconds sounds just about right for the graphics to come online. The first thing you can check is that your connections for the monitor are good.
