Microsoft Picture It 2000

When I try to send a picture using Picture It Express 2000, I get the following
message-"You don't appear to have an e-mail client installed in a way that Picture It can send files to" . I am using Windows Me with Outlook Express.
Is this a problem with my ISP, or must I change something ? Thanks, Mike
