Old 200 & controller card

This post is toooo longgg and I am sorry,!!

Help ! and Good day to all!
I can usually solve my problems with the nice “search” button on the top of the page, but not this one.
I have been working on this machine for a week now till 1AM every night and getting no where, so I am asking for help from the fine people of PC Mech..

I’ll try to keep short, but really a long story, First I am no computer wiz, but have built eight computers and helped people in our small community with their computers , I am the local ISP sign up place, we live in the boonies and we have a small parts and service store. Ok so one of my parts customer asked me about 6 weeks ago what I use for an anti-virus program cause he had a virus that Norton did nothing too, I told him IPE-EZ-Trust, he could down load and it was free for 60 days. so last Tuesday he brought me this computer and said, “that anti-virus program of your is no good, I still have a virus..so see if you can fix and by the way please install this PCI Controller card, and I am going on vacation and you can have for a week or so”.
Ok this computer is an old Pent 200 with a 230 watt power supply, he has two hard drives with an over lay because the Bios does not recognize the hard drives, (the reason) the anti-virus programs did not work, I used a Bios disk to check for virus, none found, hum, and then I was also to install a new ATA\100 40 gig hard drive to this new Controller card, (sorry this is so long but been a week full of head aches)ok this machine would only boot to safe mode when I first turned on the computer, I have since removed the over lay on both the hard drives and installed the Maxtor Controller card, installed windows on the New 40gig hard drive , and after lots of problems with the registry and reboot to repair, replaced his memory with known good, fixed that problem, I am still only able to boot to save mode, all kinds of error, but the one the most often is OE at 0028-000000015, and now windows protection error and no boot past there, I am going to list this computer and parts and what I have done, any one that can help me I’d appreciate it very much!
Computer Mainboard is a AZZA PT-51T with Award Bios 4.51 with a Pent 200 processor, this computer was working with 4 sticks of memory so the customer says that are missed matched, two Simms and two dims, I have replaced first with four matched Simms that I know are good, helped with the registry problem that is usually bad ram, then when continued to get the fatal error 0028 I replaced that memory with a new PC100 64 meg SDRAM, no difference on the OE 0028 error, that is probably devices error, so removed all devices to bare, and started over install one thing at a time, did fine until I installed the SCSI card and the Iomega 100 Zip drive, then went to problems again, since removed, ok this is what came in this computer,:

2 hard drives with overlay EZ Bios-1 CDRW-, 1-CDROM-, 1-SCSI Iomega 100 Zip Drive, a PCI video Sis chips card, PCI Win Modem, ISA Midi Card, ISA SCSI card for Internal and External Zip drives, PCI Creative Sound Ensoniq card, and four strips of memory that did not match, 2 Simms and 2 Dimms and a printer, and the customer said all worked fine till the “virus”. I question a virus knowing the damage to the hard drive I think maybe bad memory.
I have since added the Controller card and the additional hard drive, I have all hard drives on the Maxtor Controller Card (promise chip) with New with OS on IDE 1 and Master/slave the old Hard drives on IDE2, the CDRW on the Mainboard IDE 1 and the CDRom on IDE2 the video card and that’s it in the machine at current time, and I cannot boot to Windows 98 (FE), boots to Safe Mode no problem, I have not updated any drivers for the fact that I cannot get to regular Mode, so am I on the correct track that this mainboard is not capable of this Controller card?? I do not want to remove and add the overlay back to hard drives but I guess it is an option.
There is a Bios update for this mainboard but only to a 1998 date, not sure if that will help or not, any and all help appreciated, and again sorry for the LONG post.
Thank you!!

I would go ahead and update the BIOS and run a thorough scandisk of drive C also open MSCONFIG and uncheck the programs that are starting up
