Do digital flat panels really "refresh"?

Ok, this may be a very dumb question, but....I was reading some of the online specs for my 15" digital flat panel and it says one advantage of FPD's is they don't EVER refresh. This makes them easier on the eyes. I definitely agree, but my system knows what monitor I am using, but still gives me the options in the "display properties, settings, advanced, monitor" to change the refresh rate. If the refresh rate doesn't matter with FPD's, wouldn't I be better off running at the lowest refresh rate (60Hz) to improve the speed of the card? I assume that on a regular CRT, pushing the refresh rate to 100 or 110 must tax the card more than 60 would and slow down any gameplay since it is having to refresh so often?

Yes, flatpanels work best at 60 Hz.

Thanks, glc. It seems logical that since they work on direct current (with A/C adapter) that they would not "refresh" like a crt which runs on 120V A/C. However, logic does not always rule in PC technology. I wouldn't trade my digital FPD for two 21" crt's.
