Refurbished P4 CPUs and 1.7 Volts

I've seen ads selling refurbished CPUs like for a Pentium 4 2.26ghz. Does that just mean that the CPU was taken out of a computer? And it doesn't even make any sense why someone would take such a powerfull processor out of a computer to begin with.

The other thing I've seen are ads selling Pentium 4 2.26mhz cpus at 1.7 volts. I don't understand that because I thought that all the P4 2.2ghz and above were supposed to be 1.5 volts. Could these be some sample CPUs that Intel sent out beforehand.

Perhaps they are RMAs. I wouldn't buy them though.
