All the site reviews on modems are from 1997-98 so I figured I would hit the bulletin board to see if anyone can point me in the right direction.
I've got free expansion slots so pci is fine, external is also okay. Preferably name brand and relatively cheap (under $100US). Preferably not a winmodem. Any recommendations? Do all USB modems work like WindModems?

Don't get USB.
Go for the Diamond Supra Express serial external or ISA. Model #'s 2720 or 2730. Take a look in the "Steals and Deals" section at http://www.diamondmm.com or look around http://www.pricewatch.com |

It's a done deal. I picked up the Diamond Supra Express external serial. Amazingly enough, every shop on PriceWatch was out of them, so I ended up going through PriceScan.
