Angry MODEM PROBLEMS

Oh boy I have a lot to say, where to start...
OK I needed to reinstall win98, and now I need to install the modem, it doesn't find it (i'm not sure if it's plug and play but it's not an old modem)
I tried to put the driver from the cd or just a standard modem on com 2 and 1 (the only 2 that I can choose from), and it doesn't work. I went to the ADD NEW HARDWERE and found 2 stuff one was my camara and the other was PCI Communication device - which I assume is the modem
so when I try to install a driver for it, it crashes with the blue screen. both the camera and the PCI device have the yellow ! sign on them in the system section. so I removed them and when it asked me to install it, it did the same thing (Crashed), I don't have a clue what to do anymore. I didn't touch my bios setup, or any ports setup
just reinstalled windows.
what can I do?

Remove the modem and all com ports in device manager.
Check what it's conflicting with beforehand, and remove that device as well.
Take the modem out of the computer.
Restart, and shutdown a couple of times.
Put the modem back in, reinstall.
