Boot to safe mode, remove the modem(s), all com ports, anything in "Other Devices" from device manager.
Restart, go into BIOS setup.
Disable com 2, set "PnP OS Installed" to NO.
Set "Reset configuration Data" to Yes (enabled).
Restart.
If it still has troubles, go back into Device manager, System Devices, PCI bus, Properties, IRQ steering tab. Uncheck all except "Get IRQ table using MS Spec...".
Restart.

compliments of reboot

yes i have but not in safe mode. The computer is a compaq presario that I am working on I reinstalled win 98 but not with the compaq recovery cd because the comp was given to someone and it needed an os but didnt have the recovery disk. The modem is from another machine not the original one.

we may not understand each other ,if you go to add remove new hardware,it looks for any new hardware,it may not detect any then ask if you know what you want to install, there is a list given ,select modem, then it will ask if you want to let the wizard select or do you want to select from a list, check you will manually select, then there should be a long list of modems including rockwell, find your modem and select it for install.at least that is what i had to do with my diamond modem.it was never automatically selected.this may be what you said and if it is i apoligize.

Did the modem work in the other machine? Do you have the proper driver disk for the modem? Does device manager show a "pci communications device" or "pci serial device" with a yellow ! or ? by it? If so, open that and use the update driver - have disk method of installing it.
