I don't think it should hurt anything. Alot of people use variable controls of one kind or another to be able to make a fan run slower than whatever its' 100% speed is. It shouldn't hurt the PS though, because the power going into it from the supply remains the same; it's just basically sending it through a variable resistor to cut the output voltage down so the fan doesn't turn as fast.
