Boom Win XP not recognizing CD ROM drives

I installed Win XP for my brother on his home built PC. He has a plain jain 40X cdrom drive and a Cd Writer drive. After installing Win XP, the drives do not show up under my computer. In the control panel however, they are visible with the little yellow question mark, indicating a problem. After clicking on the drive, it says that the driver files are missing or corrupt. It also gives me a n error code 39. After telling windows to search for a new driver it says that the driver being used is the most current and that i should continue to use it.

I've tried swapping each drive from slave to master and vice versa, they are visible in BIOS and in the device manager. I've tried uninstalling and reinstalling both the hardware and the drivers. No other software has been installed yet. I didnt try the company's websites because ive never had this problem before with multiple XP installations.

Any ideas would be extremely helpful. Thanks in advance.

What does device manager list for IDE controllers?
