Depends, did you buy oem or a retail package. If you bought a retail package then it should have come in a sealed box, with the processor, heatsink and fan along with a manual. If you bought oem then its usually just the proccessor, but your dealer may be selling the proccessor with the heatsink and fan as part of a combo.
If you bought oem what you have sounds normal, however if you bought retail then you are definitely missing the manual and sealed box.

OEM us just the CPU, so he gave you some kinda package deal, not sure what... is it an actual Intel fan? Retail boxed includes the CPU, heatsink and fan, a cheesy little instruction manual and the Intel Inside sticker. OEM's have a 30 day warranty, retail units have a 3 year warranty.

The "manual" basically just tells you that the processor is intended to be professionally installed and has the warranty certificate.

There's no software required. If you bought retail, it's in an Intel blue and white box with warranty certificate and Intel sticker. If you didn't get these things, you bought OEM.
