Minimum parts to try for POST are the motherboard (preferably not installed in the case), CPU, heatsink, video card, RAM, PC case speaker (unless your motherboard has a built in piezo speaker), power supply and monitor. Assembly these parts out of the case (on a non-conductive surface) and use a small screwdriver to jump the 2 power pins. If everything is okay, you'll get an image on the monitor and the one good POST beep.
