heat sink question

I've just opened my new P4 2,4B with heatsink and fan. The heatsink has a piece of black tape on the bottom. I also have a tube of Artic Silver. Do I need to pull the tape off or is it sufficient? No gaming on this rig. Is the heat transfer tape ok.

Yes, that black thing is the thermal "pad". It works fine...if you remove it, you void your warranty.
