the mechanism inside the housing of the blades gets reasonably warm and the oil tends to collect fine metal particles and or rust and "burns off....leaving it sticky and thick.... this impedes the function of the motor and eventually locks u the blades.... I go to a local shop weekly and take several old "dead" power supplies off their hands.
4 out of 10 times the fan has merely seized up and needs to be re-lubricated... if it is truly dead then I get a case fan and screws out of the deal.
