Should I use thermal paste?

Hey guys, theres something which I've been wondering for awhile, on 478 CPU's is it required to put thermal grease on the cpu, or is it alright to just use the black thermal pad which is already there? Please let me know.

Case in point; 3.0 GHz P4 @ 3.4GHz with retail cooler = 32c.
