Two Exhaust Fans are enough. I beleive the Lights plug into the PSU with a Four Pin Molex Connector (Someone please Verify this). Fan controllers more or less control the speed of the fan; you don need one, Unless you want the ability to do this...

Cold Cathodes plug into an inverter (comes with the lights unless specified) the inverter then connects into the psu via the 4 pin molex connector, as joe stated 2 exhaust fans are enough (put exhaust fans in the rear of the comp).
Fan controlers are nice to have if you have a few fans, I have a fan controller and if im just browsing the net i can turn 2-3 of them off or just lower them, if im listening to music or gaming i will crank em up because the comp is running hotter and i dont hear them over the sound of the music or game, but you dont need to have one.
