Post the complete system specs by brand and model.

What power supply are you using? Brand and wattage.

Is the motherboard in or out of the case? If it's in the case, remove it, place it on the motherboard box to continue troubleshooting. Check the motherboard mounting plate inside the case and make sure you don't have stray standoffs installed. Whatever you have in there should match up to the motherboard mounting hole on the motherboard.

Are the IDE cables connected correctly? Red stripe to pin 1 on the motherboard and hard drive...blue connector to the motherboard, black to the hard drive and grey to a slave device or left empty. Hard drive jumper set to CS.

There should be a jumper on the rear of the harddrive... there will also be a corresponding diagram on the top of the harddrive to tell you where to put the jumper to set it to cs

Motherboard shorting out to the case...or dead parts.

Are you sure you properly grounded yourself when you switch the IDE cables? Sounds like you may have shorted something? Do you have another MObo to try... any spare parts at all? Try assembleing the mobo, psu, one stick of memory, and cpu outside the case on the motherboard box.. see if you can get anything that way
