won't format

My roomie just bought a barebones kit, im sorry i dont have the exact specs of the system, basically the question im asking is that when i tried to install windows it would get to ntfs format and start but never get past 0. I put the hd in another system as a slave and it did the same (though it would quick format). It seems pretty clear this is a bad drive, but im not sure, could it be something else? Everything is hooked up correctly and i double checked the jumpers. Any help would be great.

What kind of HDD is it? Check on the site of the company who makes it and see if they have diagnostic tools.

....has the windows CD installed on another drive before??....does it install with FAT32 format selected instead??....
