Question multiplier problems?

I am running my new board thru prime95 and am having some unusuall things giong on

1) i got the multi on 14 and the fsb to 163 (266ddr) and can run stable on prime95

2) when I push the fsb to 166 (sync) it has trouble booting and has hardware failure on prime 95....I ran the vcore to 1.65v and same problem throughtout

3) the pc only show the cpu as a 600mhz cpu if I set the multi to 13 or 13.5 regardless of fsb or vcore.....but will run it normal at 12 or 14 normally

also when I set the fsb to 166x12 the cpu speed should be 1992 but it post at 2004?? any info here??

I can run it at 163x14 all day(2282)
shouldn't I be able to run it at 166x13.5 (2241)???....It don't like 13.5 or 13???

Ok here is something else I noticed...when I have it set at 166x12 and run prime95 the h/d light flickers once in a while barely....
and when the multi is at 14 and fsb is 163 then in prime95 test the h/d light is on alot more?
is the speed of the hard drive not locked by the agp/pci bus here (sata drive on a sata cable)??
