Hi whr2206,
You have to have at least 1,000 posts to have a custom avatar. However, I think a new flag one should be added (like the grad cap) for any user to use (like mine), if just for a while.

That has already been done.
Any user with at least 1 post will be able to have a "waving flag" avatar.
