For what game do you need this for? There are many proprietary tool kits for certain games.

If you know the unreal script and how to program you can make new games with Unreal Ed. Basically the editor is for making levels but double-clicking any object brings up it's script/code that can be modified. And quite simply, with Unreal Ed and another program to make models in, you can make a whole new game.

Edit*- Also, UT2004 DVD has a bonus disc with hours of how-to on Unreal Ed.

You mean d/l the editor? It comes with every Unreal game. So if you want the latest editor you will have to buy UT2004.

You may have to browse the CD and locate it. It's not installed automatically with the game by default.

As far as I know it comes with every Unreal game, and in some cases, is installed automatically.
