My motherboard is AGP/2X. Can I use a video card that is 4X? I am attempting to build a computer, my first try. More questions to follow.

Yes, all 4x cards are backwards compatible to 2x. Actually, 4x shows little performance gain and is often very unstable. I have 4x capable cards but run none of the motherboards they're on at 4x due to the instabilities inherent with it.

Where do you change AGP from 4x to 2x. I have an Iwill KA266R and have an unstable Radeon 64 and suspect this may be the problem but dont know how to change the AGP setting on the MB.

It'll be in the BIOS, probably under advanced chipset features. Also set your AGP aperture size to half of your system RAM, if the default is otherwise.
Be sure to download the newest drivers from ATI and DirectX 8.0a as well. I had a few issues with a couple of Radeon LE's on Abit KT7A motherboards I was working with last weekend (games choppy at random intervals to be specific, in UT), but the ATI drivers dated Mid-March and DX 8.0a cleared everything up for me.
