Sound too fast, video too slow?

Lately when I play a game that has a real-time cutscene format It goes totally bonkers on me. Basically what happens is in any cutscene where I lose control of my character the sound is racing past the video (any settings I use it's the same). It's like when you edit a video's framerate and leave the sound alone, and it bugs the hell outta me! Can anyone shed light on this?
Game examples: Riddick butcher bay, ALL GTA games. Guild wars is a maybe, but w/o lipsynching it's hard to tell.
Rig setup:
Intel P4 3.4
Soundblaster PCMCIA card
ATI 9700m
1G of ram (non DDR)
Can anyone help me with this? BTW, I'm running the latest omegas, should I try using driver cleaner and re-installing them?

What graphic settings do you usually play at? Maybe they are too high and your vid card can't keep up. Try the lowest settings to see if it works. If it does, then try to find a happy medium. GL

The card isn't the problem... I easily rip past any game on average settings, and I've tried dozens of settings. I just can't figure out why it's doing this... I think I may have to give in and start backing up data for a reformat.
