Low Fps Problems

System Info...
Operating System Microsoft Windows XP Professional 5.1.2600 (WinXP Retail) SP2Motherboard Foxconn 661M03-G
CPU Intel Pentium 4, 3000 MHz (15 x 200) (Presscot)
Memory 1024Mb

Symptoms...
On a fresh reboot I can play UT2004 for 40-60 mins with full fps avg 85fps with all graphics on medium settings.
After 40-60 mins fps drop down to avg 20fps and in battle 12-15fps making it unplayable.
Even if I turn down graphics too low it doesn't make any difference.I have to re-boot to get the fps back to 85fps

What I've tried........
Tried 2 different gfx cards (known to work)
Tried the FX 5500 in another PC, works great
Fitted bigger PSU 450w
Updated to latest Bios
Installed latest Omega drivers
Installed latest Nvidia drivers and some old one
Installed latest -=[DHzer0point]=- Drivers
Fitted case fans
GFX temp stays around 43c during game
Virus scans online and off
Spyware scanners online and off
Closing down all other runnin progs
Installed DX9c
Tried different OS, Win98, Win Xp Home, Win XP Pro with and without SP2
Formatted so many times i've lost count

You don't mention patching the game and the game site list it's recent patch as must have for a fresh install.
Get it here : http://www.unrealtournament.com/ut2004/downloads.php

I used to have a problem similar to that where my CPU would "slow down" at random times. BF1942 would slow to a crawl after playing awhile and graphics wouldn't effect it. Also Prime95 would (under 100% cpu usage the entire time) slow by over half at weird times.... constant temps, constant usage... just slower. It's gone away lately, but it used to really annoy me. All the tests I did led me to believe it wasn't software related.

I have a hunch that it's the CPU throttling itself, but I can't explain the randomness and why I haven't had the problem lately. I have the same CPU.

One thing I would recommend for gaming: uninstall your current video drivers with add/remove programs before installing new drivers. Then you can be sure you have a fresh set of the latest drivers (not related to the cpu problems, but might be a good idea if you haven't tried it).
